2017 voter register to be used in Kibra by-election: IEBC

The Independent Electoral and Boundaries Commission (IEBC) will use the 2017 voter register for the Kibra by-election.

The decision was arrived at after a two-hour meeting with ODM representatives led by John Mbadi (Minority Leader) and Edwin Sifuna (ODM Secretary General).

“No registered voter will be disenfranchised,” IEBC said in an earlier statement.

Responding to allegations from ODM that they had refused to provide the register, IEBC termed the reports as ‘misinformed’.

ODM had alleged that the commission had ignored several requests for an updated voter register for Kibra ahead of the November 7 by-election.

The party then said that their supporters would be marching to the IEBC offices on Wednesday monring and would not leave until the register was provided.

However, IEBC said there were changes that had to be made to the register because of new enrollment of voters and transfers.

The commission acknowledged that they had received a letter from ODM on September 20 and a reminder of the same ten days later.

A third letter sent to the Kibra Returning Officer requested for the 2017 register, a list of the new voters who registered through CVR and a list of transfers.

“The Returning Officer advised the lawyer to channel the request to the commission headquarters,” IEBC said.

The commission then wrote to ODM indicating that the party should pay Ksh. 15,000 for the documents.

IEBC said it has posted the register for inspection and verification at the office of the Kibra Returning Officer.

It will be available for the next seven days before it is certified and presented to political parties including ODM.
