Parliament Approves Fatuma Ibrahim Ali as PSC Commissioner

The National Assembly has given its assent to the appointment of former Wajir County Woman Representative Fatuma Ibrahim Ali as the female non-Member commissioner of the Parliamentary Service Commission, succeeding Rachel Ameso whose term has ended.

The seat is one of two positions reserved under Article 127(2)(d) of the Constitution for individuals with public-affairs experience who are not sitting members of Parliament.

The vacancy was publicly advertised on August 14, 2026 through the Kenya Gazette, national newspapers and the Parliament website, attracting 75 eligible applicants; from these, 12 candidates were shortlisted for formal interviews.

Fatuma Ibrahim Ali emerged as the top-scoring candidate after the Commission assessed academic credentials, relevant experience, understanding of parliamentary functions, leadership and management abilities, and compliance with Chapter Six integrity standards.

PSC Commissioner Patrick Makau explained that the interview took place on September 10, 2026 and that the assessment also considered personal qualities such as integrity, accountability, communication and interpersonal skills.

The Senate had already endorsed her nomination following a hearing by the Standing Committee on Justice, Legal Affairs and Human Rights on September 28, 2026.

Eldas MP Adan Keynan seconded the motion, noting her former service in Parliament and the East African Legislative Assembly and stating, “As a long-serving Member and former Commissioner who has known Hon. Fatuma Ibrahim Ali, I can confidently say that Fatuma is going to add value by being a Member of this Commission.”

MP Yussuf Haji also voiced support, saying, “Hon. Fatuma has passed through many stages and has vast experience, and I am sure the Commission has critically looked at all those qualifications.”

The Parliamentary Service Commission, created under Article 127, is tasked with providing services and facilities for Parliament, overseeing staff, and safeguarding the institution’s independence and capacity.

With the Assembly’s approval, Fatuma Ibrahim Ali now joins the Commission as the female non-Member commissioner, completing the required parliamentary process for her appointment.
