DAILY POST: Here is what RUTO indirectly said after UHURU obliquely appointed MATIANGI as the de facto Prime Minister 05:50 Wednesday January 23, 2019 - President Uhuru Kenyatta made a surprise reorganization of the Government on Tuesday and put Interior Cabinet Secretary, Fred Matiangi, at the heart of Government operations.
Uhuru through an Executive Order named Dr Matiangi as the Chairman of the National Development Implementation and Communication Cabinet Committee. 

In this position Matiangi will be chairing Cabinet meetings and he will then be briefing the President about development projects. The move is said to have isolated Deputy President William Ruto who was technically playing the role of supervisor of Government projects. Matiang'i's promotion, some governance experts say, elevates him to a "de-facto Prime Minister or Chief Minister" since he will be supervising other Ministers. Moments after the announcement was made, Elegeyo Marakwet Senator Kipchumba Murkomen, who is a close ally of Ruto took to social media to congratulate the President and his appointees. “Congratulations to President @UKenyatta for the Exec Order 1 of 2019 &to my friends CSs Dr.Matiangi & Rotich for the additional responsibilities. We look forward to a more co-ordinated service delivery&greater accountability to the people of Kenya. God bless you @WilliamsRuto," Murkomen  Murkomen is an attack dog of William Ruto.
