Panic at Lands as CS Karoney set to act on gazette notice – Weekly Citizen

A row is brewing at the ministry of Lands headquarters after word went round that CS Farida Karoney is planning to effect a gazette notice that was temporarily stopped by a court.
In the gazette notice, Karoney had issued a legal notice which gives powers to director land administration, deputy director land administration, senior assistant director land administration, assistant director land administration, principal land administration officer and chief land administration officer to issue land leases or licences on June 14 this year.
On July 26, an interested party Paul Gathingu Gachie moved to Environmental, Lands Court at Milimani to challenge the legal notice which after the court hearing the application granted an order of stay which gave the chief land registrar powers to continue issuing the leases.

In an interview with our reporter at Ardhi House, some registrars aired their dissatisfaction with Karoney whom they said planned to effect the gazette notice and by doing so, the land registrars will have been deprived of their constitutional powers.
They said that the law does not recognise land administration officers as they do not have operational laws or the act of parliament does not give them powers to sign documents of land leases or licences.
