On July 4, 2019, the document shows, there will be a final questions session between Somalia and interested bidders. Applications for exploration rights will close on July 11, 2019 while block delineation is already ongoing. “The exploration block map is ready. The area of each block is maximum 5,000 Km square and represents one PSA,” the document seen by The Standard reads in part. It emerged Somaila had also reached out to firms that had cut ties with it to restart their exploration activities. Some expressed willingness. The document shows prior to the breakdown of Somalia in 1991, giant International Oil Companies (IOCs) had taken possession of large acreage of its onshore territory with exploration having started with 40 oil wells having been drilled. Interestingly, Somalia officials, while offering tenders for hydrocarbon exploration in February 2019 in London, were quick to inform bidders that previously gathered seismic data was incorrect due to use of wrong geologic models. Somali leaders asserted the correct data could only be availed by “select government officials and spectrum for marketing purposes.” August 29, 2019 is registered as the final date for the ministry of Petroleum to qualify operators and non-operators of the oil blocks. September 12, 2019 is the anticipated date for publication of the final version of PSA. Registering a consortium will be done on October 17 and January 1, 2020 is the effective date of the PSA. To give effect to the document, Parliament on May 20, 2019, ratified what is deemed as the Petroleum Act containing a revised PSA between the Federal Member States and the Federal Government of Somalia. Other documents leaked show 20,000 kilometres of offshore seismic data is owned by Soma Oil, a firm which is chaired by former British Conservative Party leader Michael Howard. It inked its exploration deal with Somalia on August 13, 2013. Somalia’s current Prime Minister Hassan Ali Khaire is a former Soma oil executive director. A further 20,000 kilometres of Multi-Client seismic data on gas is under the custody of a company named Spectrum. The documents also reveals prospects of renaming the Ministry of Petroleum as Somali Petroleum Authority. “In the unlikely event of disputes and conflicts between the Federal Member States (FMSs) and the FGS, any cases will be referred to the Council of Natural Resources and the Prime Minister only,” the document states. At the same time, the dispute between Kenya and Somalia has also roped in Tanzania. This is after it has emerged Tanzania submitted, to the United Nations Commission of the Continental Shelf, its interest to discuss with Somalia about the Maritime boundary yet it does not have a claim to the contested area.Register to advertise your products & services on our classifieds website Digger.co.ke and enjoy one month subscription free of charge and 3 free ads on the Standard newspaper.
