Thursday February 28, 2019 - President Uhuru Kenyatta has reportedly ordered the arrest of Treasury Cabinet Secretary, Henry Rotich, and his Water counterpart, Simon Chelagui, over the Sh 21 billion fake dams scandal. According to detectives, Rotich and Chelagui conspired to steal the money by pretending to construct two dams in Rift Valley - Arror and Kamwerer dams - at a cost of Sh 63 billion. The contract for the construction of the phantom dams was single sourced and was awarded to CMC di Ravena. A top detective said Sh 21 billion was wired to the company’s headquarters in Italy and the money was transferred back to Kenya in accounts associated with Rotich and Chelagui - The money was sent as kickbacks. Uhuru, who held a meeting with Directorate of Criminal Investigations, George Kinoti, on Wednesday evening, expressed frustrations with his fellow CSs and urged Kinoti to move with speed and arrest the culprits. “He gave him a go ahead and urged the DCI to arrest all those involved in Sh 21 billion scandal,” said a State House source. Rotich and Chelagui were summoned to DCI headquarters on Friday and they may be locked over the weekend to allow detectives to conduct more investigations.
