EACC's Mubea and lawyer Ahmed Adan under DCI probe over ownership of Sh1.5bn Integrity Centre -

The Directorate of Criminal Investigations is actively probing Ethics and Anti-Corruption Commission (EACC) Deputy CEO Michael Mubea and his long standing associate Ahmed Adan of Wetang‘ula, Adan and Makokha Company Advocates over the controversial ownership of Integrity Centre.

A source at DCI Headquarters told Kenyan News Day that both Mubea and Adan were being investigated over the acquisition of the building which currently serves as the headquarters of the EACC and that which was irregularly acquired from the from the Deposit Protection Fund Board, which took over the building after the collapse of Trust Bank in 2001.

EACC which has been in tenancy of Integrity Centre since 1997 pays rent amounting to Sh70 million every year to estate agency known as Regis Limited which is believed to be acting on behalf of Mubea and Adan.

The iconic Integrity Centre was irregularly acquired by the shadowy firm Tegus Limited for a paltry Sh400 million in June 2013, far below its then estimated market value of Sh1 billion.

Last year the National Land Commission reportedly paid Tegus Ltd Sh1.5 billion for the building through compulsory acquisition.

Mubea and Adan have been found to have a case to answer and the DCI is piecing together events that led up to the acquisition of the building which also reveal that ownership was transferred to Tegus by Revack on May 12, 2014.

Revack which is associated with former powerful minister Nicholas Biwott has listed it’s directors as Mwonga Gideon Munyao and Mohammed Thabet Tuwei while Tegus which is associated with Mubea and Adan has its directors listed as Muthui Rachel Wanjugu and Doshi Anish.

Interestingly, Munyao was employed as an office messenger in at Wetang’ula, Adan and Makokha Advocates while Tuwei was operating as a bread salesman in Kakamega.

Further, DCI want to establish individuals behind Watuwatu Ltd and Sunnex Ltd which is owns 49% of Tegus Ltd which is listed as the owner of Integrity Centre.

Company registry records indicate that Watuwatu Ltd is owned by lawyer Ahmed Adan of Wetang’ula, Adan and Makokha Advocates, and Mr Asma Ahmed Adan while Sunnex owners are unknown.

Both Tegus Ltd and Watuwatu Ltd were registered on March 13, 2013 and are situated at the same address, Bruce House on Standard Street in Nairobi incidentally the same address for Wetangula, Adan, Makokha & Co, Advocates.
