Embattled Waiguru fights to remain relevant – Weekly Citizen

Embattled Kirinyaga governor Anne Waiguru is rebranding herself and fighting to remain relevant in an effort to ward off prolonged onslaught by her rivals led by women representative Purity Ngirici.
Last week, an enraged Waiguru said she was aware her political detractors were out to disrupt her development record but vowed to soldier on.
She blamed Ngirici for inciting the medical workers to go on strike despite the High Court order declaring the work stoppage illegal.
To further improve her relation with MCAs, Waigiru conceded to their demands and allocated Sh90 million for bursary and Sh160 million ward development funds.
The refusal to give bursary by the governor in the past was not taken well by the MCAs with some even threatening to institute a motion to impeach her.
The issue escalated when some county officials, including the deputy governor Peter Ndambiri, accused MCAs of using bursary money to advance their political mileage.
Ngirici was recently quoted asking Waiguru to swallow her pride and dialogue with MCAs to end the stalemate over bursary funds in the county.
Speaking at the county headquarters in Kutus, the governor said the assembly allocated enough money for the health department amounting to Sh1,811,250,115 to go towards hiring of the casual workers and other services required at the health facilities.
She said finance and economic planning was the second highest beneficiary with Sh387 million with agriculture getting Sh300 million, money which will go to assist farmers in avocado and poultry farming.
The programme is expected to be generating income within the next three years when the trees mature.

Purity Ngirici and Ann Waiguru

Waiguru claimed the officials of the Kenya Medical Practitioners and Dentist Union who called for the strike were in constant communication with her rivals. The governor has also increased her public engagements. She visited farmers at Rwambiti in Baragwi, Kiandieri and Karia in Kerugoya to distribute avocado seedlings.
The governor also inspected the construction of the Kianyaga-Kiamutugu-Kiamugumo road where she urged the contractor to employ more local labour and improve their pay. The road is scheduled for completion in the next 18 months.
But her rivals are not resting easy. Last week, the governor read politics after contractors demanded to be paid Sh420 million owed to them by the county government.
The contractors issued a 30-day ultimatum to Waiguru to pay up or face legal action.
Speaking in Kerugoya town, the contractors who had been awarded tenders to build dispensaries, water intakes, improve roads as well as supply goods during former governor Joseph Ndathi’s administration, said they are tired of waiting to be paid their dues.
They accused Waiguru’s of failing to pay the debts even after they were given a clean bill of health by auditors.
Waiguru has also shuffled her cabinet. Former agriculture, livestock veterinary and fisheries CEC Jackan Gutu heads the environment, water and natural resources.
Jacqueline Wanjiku is in charge of finance, economic planning, trade, marketing and ICT.
Gender and youth docket is in hands of Lynnette Wanjiru while Dennis Gichobi was left with the aports, culture and social services.

Garissa unable to pay inherited bills – Weekly Citizen

Garissa governor Ali Korane has said paying contractors with outstanding bills by the end of this month will not be possible.
Korane said his administration inherited a Sh4 billion in outstanding bills from the previous regime which is about 50pc of total budget to the county.

The governor said that despite the huge bills that his administration inherited, there is no infrastructure on the ground to reflect the same.
Korane added that his administration had to suspend its taskforce after the government took charge of the exercise.
The governor said even if it will be established that the projects are genuine, they will have to be budgeted for again.
Korane who has time and again lamented over the huge debts his administration inherited from the previous regime urged all those with pending bills to be patient and allow his administration to verify the projects awarded.
During former governor Nathif Jama’s administration, the contractors clashed on several occasions with his administration over nonpayment of pending bills.
