As parliament comes to a close one of the most pressing matters raised by Garissa MP Aden Duale was for President Uhuru Kenyatta, to appoint the Secretary to the Cabinet who must be vetted and approved by the house.
Duale stated that the Assumption of the Office of the President Act no. 21 of 2012, clearly stipulates that the leadership of the constitutional office, is to be headed by the Secretary to the Cabinet.
The committee is constitutionally mandated to facilitate the handing-over process from an outgoing president to the president-elect, and the provision of the security detail and security briefings to the president-elect among other key functions.
