Embu county governor Martin Wambora has been accused of perfecting the art of cabinet reshuffles to instill fear and cover up major scandals in his administration county affairs.
All this is done under disguise of improving service delivery when in the true sense of the word, it is pure witchhunt and a cover up mechanisms to hide the truth.
Already, Embu county executive committee members and the chief officers of various departments are a worried lot as transfers are of the order of the day. County political analysts state that Embu follows Nairobi county when it comes to instilling fear in officers because of the ever looming reshuffles in the two counties.
During the recent reshuffle, Joan Mwende was moved from health to docket of youth empowerment and sports. She is said to have fallen out with members of Wambora’s family including those in Wambora kitchen cabinet.
Justa Kiura was moved to gender, children, culture and social services ministry. She was initially at youth empowerment and sports ministry that now has Mwende. Many had expected Mwende to resign as she was demoted.
Josphat Kithumbu is CEC lands, physical planning, housing, urban development, environment and natural tesources. JK as he is popularly known is closer to Wambora and they cut deals together.
Chief officers Jayne Ndegi, Samuel Wachira, Albert Gatuta and Nicholas Ngeche were retained in gender, children, culture and social services, youth empowerment and sports and environment and natural resources respectively.
Embu county assembly MCAs concerned with graft have invited Ethics and Anti Corruption Commission, the Directorate of Criminal Investigations and the Office of Director of Public Prosecutions to investigate two chief officers, Ruth Ndirangu and Jayne Ndegi over their alleged corrupt activities.
Ndirangu while acting as finance chief officer was linked to a multimillion suspicious payments, according to the MCAs.

Ndegi on the other hand, could not account for Sh15 milion meant for Women Enterprise Fund in 2017/2018 financial year while she was in charge of gender, culture, children and social services
