
The National Construction Authority (NCA) has appointed Quantity Surveyor Susan C. Rutto as its Acting Executive Director, Registrar of Contractors and Secretary to the Board.
Rutto assumed the role on September 4, 2026, following the expiry of the final term of former Executive Director Eng. Maurice Otieno Akech, MBS.
Rutto Brings More Than 20 Years of Experience
Rutto is substantively the NCA’s General Manager, Registration and Accreditation, a position she has held since June 2020. She previously served as Manager, Registration and Compliance from December 2013.
She is also among the Authority’s key founding staff members and played a significant role in establishing its contractor registration function, including developing evaluation criteria and initiating the contractor registration process.
Before joining the NCA, Rutto worked at the then Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works under the State Department of Public Works, where she rose to become a Superintending Quantity Surveyor.
She holds a Master’s degree in Business Administration from the Management University of Africa and a Bachelor of Arts degree in Building Economics and Management from the University of Nairobi.
Rutto is also a registered Quantity Surveyor with the Board of Registration of Architects and Quantity Surveyors of Kenya (BORAQS), a licensed Lead Expert in Environmental Impact Assessment and a corporate member of the Institute of Quantity Surveyors of Kenya.
Rutto to Lead NCA Operations
The NCA Board said Rutto’s extensive institutional experience and knowledge of contractor registration and compliance will support the Authority’s operations under her acting tenure.
She will oversee the NCA’s core functions, including the registration and regulation of contractors, while working with the Board and management to advance standards of professionalism, quality and safety in Kenya’s construction industry.
Rutto now takes charge of the Authority as it continues regulating the construction sector and overseeing compliance among contractors across the country.
