A report by the ad-hoc committee also implicates roads officer Biwott and that in charge of education of corruption and incompetence.
The education money running into millions of shillings that cannot be accounted for were for construction of Early Childhood Development Education classes. The project was factored in 2018/19 financial year but to date, no classroom has been constructed.
The committee chaired by Emmanuel Mengech also raised issues with theft of construction materials for vocational colleges.
S u r p r i s i n g l y , the committee has recommended the return of Hilary Koech, roads and transport CeC who was suspended with other 16 senior officers.
They were suspended three months ago on claims of corruption and skewed tender awards.
According to speaker Joshua Kiptoo, the governor has to fire those implicated in graft as per the ad-hoc committee’s report. It has since emerged that the executive bribed a number of MCAs with Sh10,000 each to vote against the report.
