Werner will remain with Leipzig till the end of the season before moving to London to complete the deal which is subject to a medical examination.
In a statement on the Chelsea official website, an excited Werner confirmed the deal, saying, “I am delighted to be signing for Chelsea, it is a very proud moment for me to be joining this great club”.
The 24-year-old has been in superb form this season and despite the coronavirus pandemic, he managed 32 goals in all competitions so far.
He is known for his pace and prolific nature in front of goal and has sometimes being applied on the wing at Leipzig.
He joined Leipzig from fellow German outfit Stuttgart in 2016.
His move might signal stiff competition to striker Tammy Abraham who was just coming of age in Chelsea this season.

It might also mean Olivier Giroud might be looking at an exit sooner than later as Frank Lampard continues to build around a fairly young squad.
According to Sky Sports, the initial fee is believed to be in the region of €50m (£45m) which makes Werner the third most expensive striker in Chelsea’s history after Alvaro Morata and Fernando Torres.
Meanwhile, Chelsea winger Willian has reportedly been in contact with Man United as the Brazilian’s contract at Chelsea set to end this summer, reports from France claim.
The Brazilian winger is understood to be hesitant to sign a short-term deal at Stamford Bridge due to fears about getting injured before the season finally comes to an end.
Real Madrid and PSG have also been linked with the former Shakthar Donestk star as both clubs are willing to offer him a three-year deal.
It is understood United are looking to add more experienced players to help develop their frontline including Anthony Martial, Marcus Rashford and Mason Greenwood.
With the current economic crisis rocking the globe, Willian as a free agent will be an attractive prospect for the Red Devils.
