The chief executive officer of the Coast Water Board Joseph Kimutai has been accused of sexual harassment and being against members who are not member from the coast.

Already, top managers implicated in corrupt activities are at war with local contractors and suppliers who claim that they demand kickbacks to facilitate payments.

Former water CS Simon Chelugui

Sources say Kimutai was thrown into confusion following a story published by Weekly Citizen that exposed graft among his top managers who were alleged to be forcing contractors to part with bribes before they could be awarded with the board’s lucrative tenders.

K i m u t a i who joined the board late last year, is accused of being out to victimise those in procurement and accounts departments.

The CEO’s move to demand answers from those implicated in the scandals that involved powerful cartels alleged to be running the show at the water board’s tendering system has not been received well.

Kimutai

A source revealed that three weeks ago that tempers flared in Kimutai’s office when he summoned one of the managers and started abusing him. The manager is said to have responded by telling Kimutai that he is the source of the current troubles at the firm and had hidden millions of shillings in his relatives’ accounts he allegedly influences to be awarded tenders.

In letters seen by us, the CEO demands that the managers who claimed that he is part of the corruption cartels, show cause as to why they should not be sacked.

Among those issued with letters to show cause why, include the board’s chief engineer Daniel Charo. Charo does not get on well with Kimutai as he is being pushed by locals power brokers to be named CEO. It is on these grounds Kimutai wants him sacked using his closeness with the then Water CS Simeon Chelugui.
