The stalemate over Kisumu county budget has taken a new dimension with MCAs allied to speaker Onyango Oloo stressing their demands, key among them, that they be given Sh1million each and that the executive should authorise payments for works which done by them or by their proxies.
The MCAs despite their constant refusal in the media that they are not armtwisting the executive that they must be paid before passing the budget received a rude shock when the emissaries they sent to negotiate for the bribe they were expecting returned empty-handed after failing to meet finance CEC Nerry Achar who had initially promised them that they were “to pick something little for their colleagues”.
“Since Achar had promised us some money for us to have a change of mind in regard to the budget, he then wants to know from us who we really are as he could not make us wait for him for over six hours for the money at the venue he had proposed only to totally fail to turn up,” lamented one of the diehard allies of the speaker.
The speaker has not only once but in many social gatherings declared that it is either his way on the passing of the budget or no budget will be passed. Sometimes back on two occasions Governor Anyang Nyong’o and his cronies allied to Raila Odinga had blocked Oloo’s way to parliament through denying him Raila’s party nomination certificate.
Oloo presently has more MCAs on his side than those supporting the governor, a thing that has seen him frustrating the executive anytime something in favour of the opposition is brought to the floor of the house.
