In what is seen as a move to humiliate William Ruto, Uhuru Kenyatta has given Interior Security and National Coordination cabinet secretary Fred Matiang’i and his principal secretary Karanja Kibicho more powers in government.
Matiang’i and Kibicho are powerful forces surrounding Uhuru who have no time for Ruto.
Surprisingly, Agriculture cabinet secretary Mwangi Kiunjuri, who is allied to Ruto and wants to be his running mate in 2022 saw his duties trimmed and shifted to the Water ministry.

In a new executive order, Uhuru moved the lucrative irrigation department from Kiunjuri’s Agriculture ministry to the Water and Sanitation docket, leaving PS Fred Segor’s fate in limbo.
Simon Chelugui will now be in charge of the ministry of Water, Sanitation and Irrigation.
The president has openly castigated Kiunjuri over graft at the ministry on maize farmers’ tribulations.
Uhuru handed Kibicho the Immigration docket, which was left vacant after Gordon Kihalangwa was moved to the ministry of Defence as PS.
Under the new order, the new docket will now be known as the State Department of Irrigation and Citizen Services, putting Kibicho at the heart of issuance of passports.
To show Uhuru’s trust in Matiang’i, the CS had the Presidential Delivery Unit added to the Interior docket.
Matiang’i is the chairman of the influential National Development Implementation and Communication cabinet committee.
The PDU is mandated in overseeing the implementation of Uhuru four development agendas.
The president has given Matiang’i more powers of dealing with Department of Directorate of National Cohesion and Values which has been under the Executive Office of the President.
In January 2019, the president, through an executive order, appointed the Interior CS to head all government projects.
At the time, word had it that Ruto had been sidelined in the appointments which took him by utter sunrise.
In February 2019, the Head of State ordered ministers to co-operate with Matiang’i or quit.
