An assistant chief in Kangema Constituency, Murang’a County has been arrested on allegations of conspiring with an administration police officer to actualise a minor’s sexual abuse.
The administrator
and another assistant chief are alleged to have kept guard as the police
officer defiled a 16-year-old girl in Aberdare Forest at Mwisho wa Raha area on
Tuesday night (July 14).
Residents say on the
ordeal date, they saw the police officer luring the minor into the forest as
the alleged defiler’s accomplices — the two assistant chiefs — kept watch on
the roadside.
The minor, a Form
Three student, told police that the AP officer had asked to meet her near
Aberdare Forest.
“He said I had sneered
at him, and, therefore, wanted to iron out issues with me,” said the girl.
“When I went to meet
him at the Aberdare Forest allée, he asked me to accompany him deeper into the thicket,
assuring me that nothing bad would happen because the assistant chiefs were
there to protect me,” said the teenager.
The victim said
while inside the forest, her defiler plucked leaves from a tree, spread them on
the ground and forced her to lie on them.
“He, thereafter,
ordered me to undress. He also took off his clothes, unwrapped a condom, wore
it and forcefully penetrated me. While in the act, he removed the condom from
his manhood and continued sexually abusing me without protection.”
Curious residents,
who had seen the teenager entering the forest in the company of the AP officer,
stormed the scene and roughed up one of the assistant chiefs. The other administrator
and the key suspect managed to escape to unknown destinations upon realising that
the locals were baying for their blood.
Following the
resultant melee, police officers arrived at the scene and rescued the apprehended
chief, who was on the verge of being lynched.
The minor was later
Tuesday night taken to a Kangema hospital, where it was confirmed that she had
been defiled.
On Wednesday morning
(July 15), the irate residents took to the streets to protest against the
incident, accusing police officers of shielding their colleague, “who has been
ruining our children’s lives”.
Kangema Sub-County
Deputy County Commissioner, Agnes Kaloki, confirmed that one of the assistant
chiefs has been arrested, whereas the other administrator and the key suspect
are being hunted.
Education Cabinet
Secretary Prof. George Magoha, who toured Murang’a County on Wednesday,
condemned the incident, assuring locals that justice would be served should it
be proven that the AP officer had defiled the minor.
