Governor Waiguru impeachment motion tabled – KBC

Kirinyaga County Assembly Wednesday tabled a motion to impeach embattled county governor Ann Mumbi Waiguru.

Mutira MCA David Kinyua Wangui tabled the motion signed by 30 out of 33 MCAs  and declared total war against the county boss whom she is accusing of plundering the county resources.

According to impeachment charge sheet, the MCAs accuse the governor of financial impropriety.

Mr Kinyua claims the governor has been defrauding the county through payment of millions of shillings to fictitious companies for work not done.

He singled out a tender for design, development, installation and commissioning of integrated hospital management system which was allegedly awarded to Velocity Partners limited, a fictitious company and paid Ksh 50M.

He claimed that a second company associated with her family Two Ray’s General Supplies limited was paid Ksh 8M for supplies that were never made.

The Mutira MCA said that the manner in which the monies were invoiced and paid out the same day is questionable.

Waiguru is also accused of allocating herself Ksh 10 million in imprest for trips abroad that she did not travel to.

The payment he said was done the same day the governor invoiced the county and and was paid directly to her personal account she held at equity bank.

He accused the governor of violating of public procurement and assets disposal act by usurping the power accounting officer in establishing an irregular tender evaluation committee composed of his personal friends.

The MCA said that tender evaluation committee was being used by county boss as conduit to award tender to her preferred bidders.

He alleged that tendering process in the county is driven by nepotism, favoritism, improper and ulterior motives and for corrupt purposes.

The MCAs say they have enough evidence to support their claims.

Waiguru has dismissed the impeachment motion as frivolous.
