IEBC Appoints Michael Ouma as ICT Director

The Independent Electoral and Boundaries Commission (IEBC) has appointed Michael Ouma as the Director for Information Communication and Technology (ICT).

Ouma replaces James Muhati who unceremoniously left the commission in 2020 and was appointed the chief executive officer of Huduma Kenya.

Before Muhati, the position was held by Chris Musando, who was killed days before the 2017 General Election.

The new ICT director will oversee the deployment of the entire poll technology. He will also be in charge of the KIEMS kits, complete with the results transmission system and the servers.

Ouma holds MBA (UoN), B. Tech. Electrical and Communications Engineering (Moi University) and member of Computer Society of Kenya, Kenya Institute of Management and Information Systems Audit and Control Association (ISACA). He has 10 years experience in elections technology projects management.

Others given key appointments to the commission include Ruth Kulundu, who will be the new Deputy Commission Secretary (DCS) in charge of operations.

Kulundu previously worked as IEBC Regional Elections Coordinator from 2010-2017 and later as Siaya County Elections Manager. She has 12 years of experience in management of elections in the country.

Kulundu holds a Masters of Business Administration in Strategic Management and Bachelor of Commerce from the University of Nairobi, Associate of Chartered Insurance of London (ACII) and Kenya (AIIK), and an Associate of Chartered Institute of Arbitrators (Kenya Chapter).

The Commission also appointed Chrispine Otieno Owiye as the Director of Legal and Public Affairs.

Owiye is an advocate of the High Court with 18 years post admission experience and in good standing. A Commissioner for oaths and a notaries public.

He formerly served as Litigation Counsel, Court Prosecutor, Senior investigator and legal officer National Police Service Commission, resident, senior resident and principal magistrate at the Judiciary, IEBC manager investigation and prosecution, Secretary IEBC Electoral Code of Conduct Enforcement Committee.

The appointments were announced after the electoral body conducted interviews for the shortlisted applicants on 9th and 10th March 2022.

“The three successful candidates emerged as the most qualified and suitable for the positions,” IEBC chairperson Wafula Chebukati said in a press statement issued on Friday, 11th March.

The appointment of the three directors comes two days after IEBC appointed Marjan Hussein Marjan as the Commission Secretary and Chief Executive Officer (CEO) replacing Ezra Chiloba who was fired from the Commission following a tender controversy from the 2017 General Election.

Marjan emerged as the top candidate out of the five that had been shortlisted. The Commission had received a total of 511 applications for the CEO’s position.
