Homa Bay County Assembly Speaker Elizabeth Ayoo has been impeached over alleged gross misconduct, gross violation of the constitution and incompetence.
In a sitting Tuesday afternoon presided over by nominated MCA Kevin Onyango, 49 MCAs unanimously voted to remove Ayoo from office.
According to a motion submitted on the floor of the assembly by Kibiri Ward MCA Michael Odira, the speaker was accused of causing embarrassment to the House by engaging in activities that go contrary to the law and on the conduct of a State officer.
She was accused of trying of attempting to change the structure of the Assembly Service Board without informing the MCAs.
For this action, Ayoo is accused of violating Section 10 of the Leadership and Integrity Act which requires a State officer to the best of their ability to carry out their duties efficiently and honestly.
On allegation of incompetence, the speaker was accused of dealing signing the vellum of the county Supplementary Appropriations Act 2022 thus paralyzing the operation of the county government.
Through the action, Ayoo is said to have violated sections 10,11 and 13 of the Leadership and Integrity Act 2012 by failing to carry out her duties with impartiality and objectivity in accordance with Article 10, 27 and 73 of the Constitution.
Deputy Speaker Elias Orondo is now acting speaker until a new one is elected.
