The heart of Kenya’s government has been turned into a playground for the new Wash Wash Kings. Fresh investigations indicate that Interior PS Raymond Omollo and Trans Nzoia Senator Allan Chesang allegedly used the Office of the President to carry out a Sh60.08 million fake ambulance tender.

By holding secret meetings inside Harambee House, these two powerful leaders gave a criminal scam the appearance of a real government deal to trap an unsuspecting foreign investor.

Turning the President’s Office Into a Crime Scene

The heist targeted a Swedish businessman named Talal Yousef Zaitoun. He was led to believe he had won a tender to supply 500 Toyota Hiace ambulances for the 2025/2026 financial year. To make the lie look real, Raymond Omollo and Allan Chesang allegedly allowed the victim to attend multiple meetings inside Harambee House.

By using official government boardrooms, they convinced the investor that the deal was legitimate. While eight minor suspects have been arrested, the two masterminds remain free, using their political power to hide from the law.

Raymond Omollo and the Trail of Stolen Millions

This is not the first time Raymond Omollo has been linked to the theft of public funds. Before moving to Harambee House, Omollo was the boss at the Lake Basin Development Authority (LBDA). In 2020, allegations surfaced that he embezzled over Sh100 million intended for retrenched workers.

He allegedly used fake lists of employees to funnel the money to himself and his friends. Now at the Ministry of Interior, he is using the same tricks to run fake procurement deals from the most powerful office in the land.

Allan Chesang and the Gold Fraud Network

Senator Allan Chesang is a well-known figure in the world of high-level scams. In 2023, he was linked to a Sh23 million gold fraud that targeted a South African citizen. Before that, he was involved in a sh 180 million laptop scam where he used fake documents from the Office of the Deputy President.

Chesang uses his position in the Senate and his close ties to the executive branch to run a “Wash Wash” network that spans across Kenya and West Africa. His involvement in the Harambee House ambulance scam is just the latest chapter in a long history of crime.

The Mechanics of the Wash Wash Kings

The duo uses a three-step plan to rob investors:

  • Forged Documents: They create fake award letters and contracts that look like they are from the Ministry of Interior.

  • Official Locations: They hold meetings in Harambee House to trick investors into thinking the government is involved.

  • Political Protection: They use their influence to ensure that only “small fish” are arrested while they stay protected from the DCI.
