Insider in Kibaki’s Regime Explains How ‘Deep State’ Rigs Elections

“Of course the State exists, but I can assure you it could be deeper than deep… it is a no-go zone.”

That is how Nyandarua Governor Francis Kimemia responded when asked if it is true that there are people by the name “deep state”.

Although very careful while answering the question on Citizen TV’s Day Break show, Kimemia conceded that “deep state” is real and should never be ignored.

Kimemia, who served in retired President Mwai Kibaki’s administration as a secretary to the Cabinet and Interior Principal Secretary, revealed that the secret group plays a critical role in deciding who becomes President.

“If you have two presidential candidates at the rate of 50-50 and the deep state backs one, you can be sure that one will win,” he said.

However, the county boss noted a lot of factors are considered before the actors of the “deep state” settle on a presidential hopeful.

“The candidate must be credible and electable. That becomes very important even if the deep state were to support a candidate. Also, don’t forget the international angle. This country has a lot of interest from the international community and also influences a lot. I can you from where I sat, they influence a lot,” he said.

Kimemia also pointed out that voters are indirectly part of the “deep state”.

Admitting that sometimes the influence of the “deep state” is not in the best interest of the country, he noted that Kenya’s key systems such as the electoral commission should be very effective.

“Influence does not necessarily mean rigging, we are intelligent people and very keen on making sure popular candidates win elections.

“If the preferred candidate is going to ensure continuity (of the previous regime) that is likely to happen. That is why it is important to have accountable systems, like a very credible IEBC, very credible voting systems… that would minimise the negative influence on elections.”
