No Examination Paper Has Been Leaked, None Will, Says CS Magoha

Education Cabinet Secretary Professor George Magoha maintained that the ongoing 2021 Kenya Certificate of Secondary Education (KCSE) Examination has not leaked.

In a statement on Sunday, 20th March Magoha said that all of the papers had been delivered to each examination center with all of the unique security features intact.
”I am happy to announce that the level of precision in the administration of the all-important examination has been remarkable. We have, for instance, managed to strictly comply with the schedule of distributing examination materials from containers to all centres,” he said.

”So far, not a single examination paper has been leaked (circulated before opening of the container) since the examination started on Monday last week, true to our promise. All the papers have been delivered to every examination centre with all the unique KNEC security features intact. I repeat: No examination paper has been leaked, none will.”

He however noted that it is through phones that the cartels take exam photos and leak them to other schools.

”However, having sealed all the loopholes of leaking examinations, a few unscrupulous people have over the last five years devised a new dirty trick of opening examination packages a few minutes before the start time, in what we call the “early exposure”. Their tendency is to use mobile phones to take photographs of a few or all the examination questions before sneaking them out of the examination centres to waiting hired people who thereafter tackle the questions before smuggling the “answers” back to the candidates,” added Magoha.

To minimise cases of malpractice, the Education Ministry has introduced additional measures to curb exam cheating.

The new rules are:

That all school gates are kept wide open throughout the day’s examination hours, security officers to sit at positions where they have a full view of the examination materials for the second daily paper while the morning paper is underway.

Supervisors and invigilators were asked not to take any time off from the examination rooms for any other activity while examinations are in progress.

Centre managers will be required not to allow any unauthorised teacher(s) or staff to hang around the precincts of the school compounds during the examination season. Only teachers handling practical subjects will be allowed in examination centres during the days the subjects are taken.

Mobile phones must not be allowed at the examination centre except one for the centre manager, and one for the security officer, both of which should be kept at the centre manager’s office in case of any emergency.
