Plot to force Waiguru call it quits leaks – Weekly Citizen

Governor Anne Waiguru is having sleepless nights after members of Kirinyaga county assembly rejected the budget that had Sh90 million allocated for furniture and her official residence. Weekly Citizen has information that a plan to force the governor to resign and create a leadership vacuum in the county is on, hence the current happenings in the region. The assembly had interfered with the supplementary budget recently, but the embattled governor returned it to the house with a memorandum only to be rejected by members. Two-thirds of MCAs rejected the governor’s memorandum with eight MCAs supporting.

Tension was high as pro-Waiguru allies read mischief, and even claimed those opposed were on the payroll of a powerful civil servant in the name of interior PS Karanja Kibicho. To complicate matters for Waiguru was a decision by MCAs to push two motions of no-confidence against finance minister Moses Migwi and chief officer (roads) Joseph Makumi, key faces in the Waiguru administration. Their removal is set to forestall budget allocations and ground operations. The MCAs accused the two of incompetence and graft. MCAs led by majority leader Kamau Murango claim they are opposed to the memorandum which has no cash for development.

Weekly Citizen has seen documents showing the budget committee removed Sh100 million from Sh320 million meant for the controversial Kerugoya Hospital Complex. Budget committee chairman David Mathenge accused Waiguru of not involving the assembly in the budget plan. The move comes after Waiguru skipped Kibicho’s function in the county. The PS was with three other PSs. The two have not been seeing eye-to-eye with Waiguru accusing the PS of sponsoring an impeachment motion against her for his own selfish interests. “He is the one sponsoring MCAs to impeach me on flimsy accusations!

Only recently, seven Kirinyaga MCAs walked out of a Jubilee Party meeting on Tuesday, May 26, claiming they were being coerced to rethink their decision on impeaching the governor. The MCAs said they were forced to append signatures to denounce the pending impeachment motion tabled in the assembly by Mutira ward MCA David Kinyua Wangui against their will. After the Kirinyaga county party officials availed the paper for them to sign, the nominated members decided to walk out, leaving only four MCAs behind.
