A port manager who was investigated for abuse of office and misappropriation of public funds has accused anti-graft detectives of witchhunting him.
Joseph Okakho currently in charge of human resources at Bandari Maritime Academy, is bitter that Ethics and Anti-Corruption Commission officials have leaked information on an incident that took place in 2012.
Okakho according to reports, allegedly used his firm while serving as acting head of ethics at Kenya Ports Authority to organise for a training workshop and spent millions of shilling of public funds without authorisation.
Ethics Institute of East Africa Limited in which he was the CEO organised the training at Ole Sereni Hotel in Nairobi under course name: Ethics at work place.
He reportedly used funds meant for operations at KPA ethics department to enrich himself through single sourcing of his firm to purportedly train KPA employees, it has been revealed.
EACC was alerted and instituted investigations over the allegations which eventually confirmed that the accused had abused public office, misappropriation of public finance and conflict of interest since he was working in the ethics department where his company was single sourced to do the training.

The investigations file was forwarded to the Director of Public Prosecution but was returned to investigators because Okakho’s co-director in Ethics Institute of East Africa Limited Rose Makokha had not recorded statement.
It was not immediately clear what transpired after the file landed back to investigators since the matter has fizzled out.
Okakho was in the news a few weeks ago when he accused top KPA management of corruption after he was transferred to Kisumu from Mombasa.
He has since been seconded to Bandari Maritime Academy as human resources manager by principal secretary for Maritime Affairs Nancy Karigithu, which in itself is said to be irregular as Karigithu is not in charge of KPA, Okakho’s employer. The Port of Mombasa falls under PS Transport, Esther Koimett.
Okakho’s academic credentials that Karigithu relied on to appoint him to head the human resources at BMA is also under sharp focus with the matter reportedly on the radar of EACC.
