Nairobi Senator Johnson Sakaja has addressed claims that Deputy President William Ruto had offered him a backhander of Ksh30 million to marshal his fellow senators to invalidate the Political Parties (Amendment) Bill (NA Bill No. 56 of 2021), set to be discussed in the Senate.

According to a social media post doing rounds on the internet, if the bill which was passed in the National Assembly by President Uhuru Kenyatta and Raila Odinga political allies stalls in the Senate, Sakaja is to receive the incentive.

However, Senator Sakaja has refuted these claims noting that it was too early for the political camps to panic about the outcome of the Senate.

“Tell your bosses to chill a bit (ease). There’s no political party amendment being discussed or voted for in the Senate until the week of January 24. Hold your horses. Mnaingia baridi mapema [You are getting nervous at an early stage],” he wrote.

Senate Speaker Ken Lusaka has said that the house will have a special sitting on January 11 to debate the bill.

“I have received a request from both the Leader of Majority in the Senate, Senator Samuel Poghisio (West Pokot), and his Minority counterpart, Senator James Orengo (Siaya), to convene a special sitting on Tuesday, January 11, which I have approved, and I will be gazetting the sitting,” Lusaka stated on Thursday, January 6.

He gave the senators the alternative of either attending the debate physically or virtually, adding that they will vote by delegation in preference to the individual voting system used in the National Assembly.

“Voting will be by delegation as this is a matter that affects counties. They (Poghisio and Orengo) must get a minimum of 24 delegates, failure to which the bill stalls,” Lusaka explained.

If the Senate disagrees with a section of the passed bill by the National Assembly, the two houses will call for a special mediation meeting to discuss the matter and amend it by common consent.

Lusaka is optimistic that the discussions will go smoothly, unlike in the National Assembly, where lawmakers were seen bashing and assaulting each other in an ongoing session.
