Treasury says objectives of MTP3 achieved despite setbacks

National Treasury Principal Secretary for Planning Torome Saitoti has said the government is on course to achieve goals outlined in the Medium Term Plan Three.

The State Department for Planning PS says despite numerous challenges such as COVID-19, prolonged drought and the desert locusts invasion that forced the government to divert funds set aside for development towards response purposes, the government still managed to achieve success in most projects that were scheduled for implementation during the third MTP3 that is set to elapse in June 2023.

Speaking in Isiolo County, where members of the public were invited to give their opinions on the projects that the government should prioritize for the five-year period beginning in July 2023 to June 2027 under MTP 4, Saitoti said the government will focus on developing irrigation agriculture in the fourth plan to cut over-reliance on rain-fed agriculture which has often compromised food security efforts in the country due to erratic weather patterns.

Isiolo County Government’s Chief officer in charge of gender, culture and social services Mustapha Kuntulo also attributed the devolved government’s failure to complete any of the Four Mega Projects that were started four years ago to the challenges brought about by COVID-19, the desert locusts invasion and the recurrent droughts that led to diversion of funds set aside for development towards response efforts.

Some of the projects started by the County government and are yet to be completed four years later include; the Isiolo Market, Isiolo Stadium, the County Government Offices and the County Assembly Chambers.

Mustapha however assured Isiolo residents that some of the projects that are close to completion such as the County Assembly chambers and a number of ECDE Classrooms will be completed before the current county government administration leaves office.
