Nairobi Assembly Majority leader Hassan Guyo has won round one battle after Jubilee party Dispute Resolution Committee called for the status squo to remain as they move to solve the management issue.
Guyo it has emerged enjoys the support of 62 out of 65 Jubilee Mcas in the assembly.During the deliberations,the committee was surprised those pushing for Maringo Mca Mark Ndungu were mainly opposition MCAs allied to ODM Raila Odinga.It has emerged,Raila was instrumental in the return of speaker Beatrice Elachi.
Ndung’u was being pushed by Cabinet Adminstrative Secretary Rechael Shebesh to oust Guyo as majority leader.Ndung’u and Shebesh are said to have secret affairs.With the ruling,Guyo will remain in his office as Elachi handles the speaker docket.Word has it,during the said period,Jubilee will work on a power truce between Elachi and Guyo.
Jubilee MCAs appeared before the party’s Dispute Resolution committee over fracas witnessed at the county assembly last week.
According to Party Secretary General Raphael Tuju, the party summoned the 65 ward representatives.During the the meeting chaired by Ambassador John Mutiso,those present were surprised when party MCAs present threw weight behind Guyo claiming Ndungu was a stranger.
All the Jubilee MCAs appeared before the disciplinary committee and explained to them the problem and reach a solution.
Speaker Beatrice Elachi and Majority Leader had tabled their grievances before the seven-member committee at the Jubilee headquarters in Pangani.
Tuju confirmed that he, together with other members of the party’s secretariat, met 10 of the MCAs to get grievances from the different camps.
Initially,Tuju met some of the MCAs. He also held talks with Guyo, Mark Ndung’u and at least eight others MCAs picked at random.
Suprisingly,it emerged the party had not received aletter purportedly written by Governor Mike Sonko requesting the party to replace Guyo with Ndung’u, who is Maringo Hamza MCA, saying that he has only seen the letter on social media.
During deliberations, committee members agreed any change of party’s leadership must be guided by rules and regulations including the constitution of the party, the Political Parties Act and the Constitution of Kenya on fair administrative action.
Weekly Citizen has established,a legal team of the party was instituted to explain to MCASwhat the law says in terms of addressing matters of any changes of the party’s leadership including procedures to be followed.
According to sources,a section of MCAs are pushing for the party to withdraw a letter written to Ethics and Anti-Corruption Commission (EACC) to investigate the conduct of the ward representatives by Tuju.
It is said,investigator are out to establish if same faces that harassed Nairobi businessman at a city hotel were behind the said fracas at the assembly when Elachi made a comeback.What surprised the committee was a fact.majority of MCAs has appended their signatures in support of Guyo and even claimed Sonko did not consult them.
