Governors claim the withholding of 86.5 billion shillings by the National Treasury is crippling services at the devolved units.
The county bosses say they have been unable to discharge their duties and will now resort to every available means to compel Treasury to release the funds.
They claim Treasury and the Controller of Budget are hiding behind what they claim to be unnecessary conditions to disburse the funds.
With only two months left to the end of the current financial year, the council of governors’ chair Wycliffe Oparanya says 27% of the county budgetary allocation is yet to be disbursed by the National Treasury.
Oparanya, however, said some 1.5 billion shillings have been released to the counties to boost measures put in place to combat COVID-19.
He said all counties have quarantine and isolation centers ready for use.
