Uhuru Nominates Roseline Odede to Chair KNHCR

President Uhuru Kenyatta has nominated former Judges and Magistrate Vetting Board vice-chairperson Roseline Doreen Odhiambo-Odede to chair the Kenya National Commission on Human Rights (KNCHR).

In a notice published by National Assembly Speaker Justin Muturi on Wednesday, 29th December, the Head of State nominated Odede and four others members to the commission.

“In the Message, H.E. The President conveys that, in the exercise of powers conferred on him by Article 250(2)(b) of the Constitution, in accordance to the procedure set out in section 11(3) of the Kenya National Commission on Human Rights Act (Act No. 14 of 2011), as read together with sections 3 and 5 of the Public Appointments (Parliamentary Approval) Act, 2011, he nominates the following persons for appointment to the Offices of Chairperson and Member of the Kenya National Commission on Human Rights, respectively,” read part of the notice.

The other four members nominated by President Kenyatta are Prof Marion Mutugi Wanjiku, Dr Raymond Plal Sang Nyeris, Ms Sarah Talaso Bonaya, and Dr Dennis Nyongesa Wamalwa.

The names of the nominees have since been forwarded to the National Assembly for vetting and possible approval. Parliament has 28 days to accept or reject the nominations.

Speaker Muturi has directed the Departmental Committee on Justice and Legal Affairs to conduct the requisite approval hearings for the jobs.

“In this regard, the Committee should undertake approval hearings and submit their report within the Twenty-Eight (28) day period provided for in the Public Appointments (Parliamentary Approval) Act.

“The Departmental Committee on Justice and Legal Affairs is required to notify the public and the nominee in good time. Thereafter, upon resumption of its sittings, the Committee is to undertake the necessary approval hearings and submit its report to the House before Tuesday, February 15, 2022, to enable the House consider the proposed appointment within statutory timelines,” Muturi stated.
